Checking, I find that Icepick isn't in IST, she's in Supers, from 1989. There, she's a supervillain who's described as psychotically amoral (to put it mildly) and all-round cold; she also has "Solitary - dislikes company" as a quirk. The notes say that she isn't above using her beauty to put opponents off-guard, but doesn't seek companionship.
So she's definitely designed as an NPC, and quirks on NPCs perhaps function slightly different, in practice, to quirks on PCs; they're as often strong hints to the GM as to the character's background motives and likely function in scenarios as they are guidelines for roleplaying. So Icepick wants to be alone (when not stealing stuff she likes), and if the PCs include some would-be lothario who reckons he can charm female opponents, well, he's going to get an eight dice cold blast in the face, while Icepick may occasionally play the innocent, but it won't last any longer than it takes her to get the drop on the heroes.
