Per Spaceships p.17, "steerage cargo is pressurized and climate-controlled," so there's probably enough life support to maintain the atmosphere at least.

The rules on depressurization imply that all cargo space is pressurized and only compartmentalized from the rest of the interior on large vessels.

Yes, but it does not count towards number of people the life support can handle. That is strictly 4 per bunk room and 2 per cabin, so that would mean that the actual air-regeneration systems are part of those "rooms", while all the rest have HVAC and pressure support.
