(sorry hard to draw with text). Image this is the situation, right before movement phase..
space a | player 1 | space b ---------+---------+--------- space c | player 2 | space d ---------+---------+--------- space e | space f | Player 3 ---------+---------+--------- space g | space g | 1 hex monster with Pikeaxe if the monster moves to space f during movement phase... is that considered a 1 space charge? aka does the monster get the "polearm strikes first" since charge on player 2? what the polearm vs Player 1 and striking first? Assuming I understand your description of placement, yes, the polearm attack would occur first, since this is a charge attack.

I think you are saying: The monster with the PikeAxe is engaged to player3 and will shift 1 hex to then also be engaged with player2. Your question: Is that a charge?
You may get different opinions on this. ITL pg 111 states, "A charge attack is defined as an attack in which the attacker moves from a non-adjacent hex to a hex adjacent to his target." By this definition, it is a charge and may strike before normal attacks against player2; but is not a charge if he attacks player3. |

Dragons defeat spearswomen by shifting on top of them and causing them to topple over before they get a chance to roll for their stand vs charge attack.
And as I understand the rules if two poleweapon users charge 2 hexes up to meet each other then neither gets the charge bonus, but if one stands still while the other shifts one hex up to engage then only the stander gets the bonus.
