when does played cards go to the discard pile?

A situation came up where a cleric plays deck of too many things and discards their whole hand.

when you play cards do they go to discard right away?

can the active player (cleric) rearrange the discards before putting them in the discard pile to have too many things on top to use the cleric resurrection ability to get deck of too many things back to their hand?
