I would allow it if you have both Payload and Weapon Mount. The utility of firing directly from Payload is countered by not being able to use the Weapon Mount if you have anything other than a weapon in the Payload. It's a neat way to model internal stores for UCAVs.

What you said is how I'm imagining it. Also, if the player wants to use the Payload to carry other items, he can't use a weapon.
So, being able to shoot while the weapon is concealed, is just a 0-point feature in my opinion.
