Basic Set doesn't say 'obvious', it just says 'you have a “hardpoint” where you can mount a weapon' (it also says you can't combine it with Foot Manipulators, but Weapon Mount is the full -80% anyway). Possibly, the UT rules are different, though.

A weapon mount plus payload adequate to contain the shotgun might do the job (payload is rather vague on shapes, so having a firing port might be an advantage or perk ... or it might just be a zero point feature. It's probably a perk if you can open and close it as needed).

The issue is the ability to fire it without first pulling it out of the payload.

I would allow it if you have both Payload and Weapon Mount. The utility of firing directly from Payload is countered by not being able to use the Weapon Mount if you have anything other than a weapon in the Payload. It's a neat way to model internal stores for UCAVs.

In real life there is a private detective named J. J. Arms who lost both hands in an accident as a child. He has/had a single shot 22 in one. He according to his bio has had to use it once.

If you still want a charge for it (looks like OP has opted against such, just letting Payload + Weapon Mount give a concealed mounted weapon at no additional charge, which I think works just fine), the RAW way would probably be Low/No Signature, for +10% or +20%. With Extra Arm having a base cost of [10], that's [+1] for something that's concealed but can be found with a typical search, [+2] for something that's concealed and can't be found with a typical search.
