Evening out is D0

Evening out to fit the grid is a D0 maneuver by the rules as written but is the intent that it's free? (It also says that it doesn't affect speed or handling...)

If I'm "safe", D0 is essentially a free action but if I'm on an unsafe spot on the control table (a number or XX), that's the situation I'm wondering about.
