Assuming fairly snake-like features, despite the humanoid form, maybe:

Acute Taste/Smell 2 [4]
Cold-blooded [-10]
DR 2, Flexible -20% [8]
Nictating Membrane 2 [2]
Night Vision 2 [2]
Skinny
Teeth (fangs) [2]

The venom is a neurotoxin, sometimes with cytotoxic properties, depending on species. Your Egyptian cobra seems to have pretty nasty venom. So, probably an Affliction that causes incapacitation (Agony), along with probably 1 point of toxic, cyclic (1 minute, +40%) damage... a little reading suggests a cobra bite can cause cardiac arrest or death in as little as half an hour. A human-sized snake could be decidedly more dangerous, of course.

Relative to other furries or humans, a cobra person might be Skinny [-5].

Perk
Cobra Hood
Cobras are both stylish and dangerous-looking. By flaring your hood, you can gain a +1 bonus on Intimidation attempts against a target who finds you potentially physically dangerous.

No Manipulators, which allows you to buy ST and DX at a discount.

There are snake people in Serpents of Legend from Gaming Ballistic. It's for DFRPG, but it can be converted into regular GURPS with nary a problem.

Possible inspiration might be found from the ST-DS9 Cardassian race. Of course, in the real world, their differences from humans was limited by having to use human actors under all that makeup.

So is it essentially a human plus a cobra hood, fangs, scales, etc.?

If so, then you just have to figure out what features it has, and how to model them in GURPS. Sharp Teeth and some sort of attack with Follow-Up.

Cobra venom kills primarily by paralysis of the diaphragm, which prevents breathing. I'm not sure what the best means of modeling that is. A cyclic Fatigue Attack with the modifier that makes the FP loss suffocation (can't remember the name of he modifier, when I access my books I'll edit) is a possibility.

It doesn't kill fast enough to be a suffocation attack. Cardiac arrest or breathing failure is going to be the end result of cyclic damage.

Note that GURPS Furries includes featheries and scalies. For herps, it has the draconid (like a dragon, but humanoid), the saur (lizard or alligator), the frog prince, the oracular lamia (constrictor), the raptor (deinonychus), and the turtle. The draconid, saur, and raptor all provide models for a reptilian race with a roughly humanoid body plan.

Cyclic poison attack
Unnatural features or some other aspect that relates to it, like social stigma animal person (unless its revered)
Perhaps creepy voice.
Perhaps a mild odious habit (compared to a human) by smelling the air with the tongue.

Literal humans with just one or two changed bits aren't that complex usually and basic set should have you covered.

Perhaps you can also give this character one more DR for tough skin for the parts that have it.
