Thank You, really appreciated! Lots to think about. Since my original post I have reread the template of Theophilus (4e Cities On The Edge Pg. 77), an experimental Ishtar/Metanoia-like upgrade, and it too has ST+1 even though it is not a combat/"muscle"/"bruiser"/"hitter" upgrade/parahuman. Which causes me to assume ST+ lends towards the objective.
