Low IQ characters generally have plenty of talent points because there isn't that much to buy. High IQ characters are always desperately short of talent points because there are so many more chocolates in the window.

You could fix this to some extent by saying that the number of talent points you get is, say, IQ^2/10 (round somehow).

But it's probably not as good an idea as simply separating talent points and IQ via an mIQ-like mechanism.
