I'm more partial to the view the illusion is there for all purposes, and can affect anyone no matter what, because the casting wizard sees and put it there. It's the wizard's mental power that gives it substance, and it takes the deliberate, willful act of disbelief by someone (made successfully on the roll vs IQ) to dissolve it. And if the wizard sets it to attack someone who can't see it, then that attack happens -- the attack is an extension of the wizard, who is solid and real.

100% with what Steve says above.
The nightmare of tracking who believes in what illusion and when or where their line of sight becomes relevant would completely wreck the spell and or game play IMHO.

This I totally agree with. This is better stated than I had put earlier as "The illusion IMO has a certain level of reality, until it doesn't when disbelieved" by saying it has some substance (just not enough to move objects, etc).

I concur, provided that the creature that it attacks has a mind that can be affected by an illusion.

Summon illusion into a Shadow hex so that when the foe approaches next turn it engages them then moves into HTH before they can disbelieve.
