Somewhat, yes. But it also makes a lot of sense re: the real world. In my experience at least.

I thought Panic Attacks was a thing somewhere, and was surprised when I couldn't find it. Cool.

Well that probably covers it, Flashbacks, Panic Attacks, and the doctor has Bloodlust. Ortegas, Mbenga and Chapel also have related quirks.

Note that if you have both Horror and Tactical Shooting you should add Panic Attacks to the list of PTSD Fright Check results.
