Very bad episodes like this might be Mild Flashbacks, but these kick in any time the character experiences stress, not just when reminded of one particular situation. More general effects of the Klingon war might be a quirk "Dislikes Klingons" (No reaction or skill penalty, but you avoid Klingons whenever possible), or Intolerance (Klingons) for full-blown bigotry. But neither of these cause the character to get lost in memories. |

I believe he meant that the character experienced a bad episode of PTSD related stress.

Somewhat, yes. But it also makes a lot of sense re: the real world. In my experience at least.
