If these talents do not stack and thus there are two ways to defend: the damage reduction option is better against low damaging attacks and the 5/DX option is better against high damage attacks.

I have not played these as stacking nor do I nterpret it that way. It's an either/or chpicecthsy needs to be made/declared. I concur with your strategic assessment.
