In my humble opinion, the best way to convert that PD in 4th edition is to answer to the question: what does it represent?
The fact of not being hit, sure, but that is abstract and as long as it will remain abstract, it will be hard to find the good 4th edition way to model it. How does the character avoid being hit? Super slippy skin? Super toughness? |
