Aside from the "not necessarily related" bit, that's what Dabbler does already - it's just that you can split those "half-points" further. You can have 8 skills at Default+1, 4 skills at Default+2, or 2 skills at Default+3 - and keep in mind that [1] gets you one skill at Default+4, so that "2 skills at Default+3" is the same as "-1 relative to a full [1] in skill."
