They were there the whole time... the camera just wasn't on them until it needed to be. They don't get summoned or anything.
To make leadership relevant and still allow Player control of NPCs you could limit options based on the degree of success if you wanted to. E.g. for Leadership roll: Crit success, all combat options available to NPCs, NPCs can contribute ideas Success, all combat options except AoA available to NPCs Fail, Defensive attack is most aggressive option, each NPC spends 1d6-1 turns taking the Do Nothing maneuver while questioning orders Crit Fail, NPCs refuse to fight, may flee Adjust results to taste.
