Classic Car Wars: Manouver/Control/Crash Table timing?

Hey folks, I feel silly for asking such a basic question for a game I have played forever, but now I am old and rusty.

What is the timing between making a maneuver and then settling results on a crash table?

My guess:

Maneuver is selected but no counter is moved.
Control roll fails from maneuver
Crash table results are consulted and counter is then moved accordingly

Does the counter move from the maneuver before the resulting control roll?
