Thanks everyone for your answers.
About the situation in the city. As I said it is city of wizards. It is bit pricey for normal citizins to live in. It's aim is to house as much wizards as possible (so they are not messing up rural/mundane areas) and to lure adveturers to purchase expensive gear and services, Wizards live in the city because of comfort like hot flowing water, heathing and weather controll. So violence happens but tend to follow the adventurers. "Big Mama" restaurant has somewhat notorious reputation. Because it has a history of attracting brawls. Older dwarven ladies are the staff of the place. They are usualy retired and love to chat but have temper and there service might be seen as lacking. Since it is no mana zone (and only one accessable to public.) Part of the patrons are veteran battle-mages. Since the no mana part means, you don't burn half a city if you get into a drunk fight. Many of the secret meetings also take place there, since there no better protection from mind reading and spying then no mana zone. And lastly it is a to go to place for adventurers seeking favors from dwarves, because many dwarven bussiness men and crafts men visit there mothers here. And the eldery dwarven ladies are all too eager to share who the best smith is or who is looking for extra muscle for hire. So is the worst place to be? No, definetly not. But for relatively tranquil city of scholars, wizards and higher class society, this one definetly stands out.
