Can you use a level up and then use the discard ability of the seastar to use the level up card again?

Regeneration only lets you take Item cards. GUAL cards are not Item cards.

It's certainly a nice try, but GUAL cards are not Items, so the Sea Star ability cannot pull them back out of the discards.
