Penalty for using a shield with no talent

Shields aren't strapped to your front. You've got this arm thing that moves them around to block attacks. A shield on your back doesn't cover the sides.

Small shield on back: stops 1 hit, costs $30, weighs 10 pounds, doesn't do anything else.

Backpack: stops 1 hit, costs $40, weighs 4 pounds, and carries stuff.
