Penalty for using a shield with no talent

What is the penalty for using a shield without having the talent for it? It says no unskilled use of "this talent" is allowed, so what does that mean?

You can't even hold a shield, or a shield has no defensive benefit when holding it? If so, would it still have the DX penalty?
