ITL says that Staff 3 bypasses armor and natural defenses.
Is Toughness considered to be a natural defense? Is fur or a turtle shell that stops hits considered to be a natural defense? While the answer to the later question should be YES due it it being considered as armor, Toughness seems like a potential gray area. It seems natural to those that possess the talent. However, I could see it being argued that it's not truly natural. One could argue that it's like the magical flesh enhancements such as Stone Flesh. While I think the argument is weak, Toughness is a Talent which is the hero parallel to a Spell. |

Only "Magical defenses" are effective against Staff III+
The Staff I occult zap is mostly useful against targets only harmed by Thrown Spells, or if the target is defending or dodging.
