It is purely a purchase on your own time,with your own money, if its allowed in the situation and available.

Same goes for cigarettes. You can buy them if you have currency and can find them, but the Army doesn't supply them to you other than perhaps making them available for purchase if logistics allows.

There might be an exception for something like an Aircraft Carrier which stocks "civilian goods" for purchase in shipboard shops, my experience isn't Navy so I'm not 100% sure about how this might work. No matter though its limited and you aren't going to find those stores untapped unless something super fast and virulent has killed off everyone (say 98% or better) before they can react to it.

NG and Reserve posts/depots aren't big enough or remote enough to have that kind of facility on base. If it's an Active Army post and remote enough or perhaps during some kind of extended lockdown there might be a PX truck that shows up to let people purchase basic stuff; hygiene, snacks, personal electronics, very basic clothing (t-shirts, underwear, sweats, socks), cigarettes (if allowed).

More likely people get their stuff delivered via Amazon or make organized trips to a nearby town for 'supplies'. NG probably live close enough to go home and get stuff or have spouses bring it.
The question did not specify the time period, did it?
