Well ... you could as readily ask "what if crystal meth is regular issue?" No doubt things would be different, but since it isn't, it's a moot question.
+1! on the obsolete hardware issue. I had occasion to visit a local Guard armory a few years ago, and even knowing institutional grasping of obsolete tech, I was pretty shocked to see a 1981-era operating system in use. On the bright side, at least Russian hackers aren't getting into THAT system. (On the less than bright side, I'm not sure how the ARMY is getting into that system.)
