The bit quoted by Oneiros doesn't explicitly say that the creator-owner can command the brass skeleton mentally from anywhere. It says that the skeleton can be commanded mentally in LOS.

The only advantage I see for the creator-owner over other owners is the ability to see through the senses.

But, of course, that's all open to GM interpretation.
