The spell apparently does X damage in 1 second based on how much energy was put into it. I don't see there's a way to say that just because the caster can direct it at two targets in one second that they would both suffer X damage. I might allow X/2 damage to each, though. That would still potentially be advantageous.

The spell doesn't do that, however. It creates a jet of flame of a specified length that does a specified amount of damage to those hit by it. It does damage per hit, not per turn.
