If Flamejet is doing damage by transferring energy into the target and that energy isn't changed, then having "two attacks" with a single cast seems wrong. The spell apparently does X damage in 1 second based on how much energy was put into it. I don't see there's a way to say that just because the caster can direct it at two targets in one second that they would both suffer X damage. I might allow X/2 damage to each, though. That would still potentially be advantageous.
