[Psionic Powers] Why does Autoteleport have both Range Limit and Reduced Range?

These two modifiers seem to me to do the same thing, so why does Autoteleport in PP have both baked in?

Range Limit, 10 yards, -50%; Reduced Range 1/10, -30%;

Can anybody help me out?
