No, that post is specifically referencing Item Enhancers, not Ship Enhancers. Andrew even links to the same post that states that Ship Enhancers CAN be cheated.

But Andrew says nothing about Ship Enhancers specifically.

According to the faq, Steed/Ship/Hireling Enhancers work just like Item Enhancers and if Item Enhancers with a gold value can't be played with a Cheat card then neither can Steed/Ship/Hireling Enhancers.
