Persuasion: "Causes subject to react to others at from +1 to +5."
Fear: "Those in the area feel fright. You get +3 to reaction and influence rolls in situations where threats would be effective...." So can I combo those to spells to Intimidate / Interrogate at +8? |

I'd be inclined to say no, given one makes people fear you and the other makes people like you. I might even have them cancel each other.

Persuasion does not say that they like you. It provides a bonus to parties who interact with the subject. Those interactions from Persuasion could be of the Intimidating or Interrogating variety RAW.

Then after the delve and back in Town, they parley the story to a bard, who could weave it into new song about Borden Moran: “Persuasion by Fear, A Tyrant’s Story”

Yeah, I'd allow it, it's a pretty decent investment in resources to stack those bonuses and a non-trivial chance of the target resisting.
