Some potential political reasons could be pretty grim: We're so backward compared to them they can't be bothered, and might treat an inbound envoy craft as so much space junk.
OR
They're so busy with something else that they can't spare the time to talk to the locals (i.e. preparing for a battle with another space-fairing race and Sol is on the front lines!).
