My tweaks to the Bola

I think Axly's proposed changes are sensible.

I won't deploy them at present because there's a bola-using character in play and it would be unfair to change the rules in the middle of a game. I would consider them in the future. Probably, I'd take a simplified version.

The most important suggestion is that a bola takes a turn to prepare, even for one with thrown weapons. That seems totally sensible to me.
