You could not target on their opponents because they would not necessarily be on the same continent for a long duration effect (for example, a year long ritual of protection cast upon an individual in Utah before they went to Rwanda for missionary work). You can also stack Bestow Bonus and Bestow Penalty together, giving increased damage and a bonus to skill to the individual and decreased damage and a penalty to skill for their opponents when they target the individual.
