Dodge/defend...when eligible?

Do figures wait until their adjDX to be able to dodge and defend?

or is it assumed they can as soon as they declare it?


I have always assumed the latter, but it is not worded as such.

As soon as they declare it. You can start the turn doing it, or do it when attacked.
