They would possibly have a sword, much as an enlisted man would have a bayonet.

Even if they don't have a 'proper' sword (as in, one that was intended to be used that way), they might have a machete that they use as an officer's sword, and may even have some level of the Shortsword skill above default.

Surely mooks would get machetes, and a smattering of zip guns and slam shotguns. More complex weaponry could be a badge of rank.
Also, if there's a lack of long arms, bamboo spears would be a simpler replacement for the rifle/musket bayonet combo.
