I don't know what he means, but I expect he's referring to how many enchantments require various potions as required ingredients.

Is that true of Weapon/Armor Enchantment? I don't think so, but perhaps I missed something.

Useful enchantments without potions or other listed ingredients: Weapon/Armor
Enchantment, Blur, Light, Reverse Missiles, Stone Flesh, Spell Shield, Quiver of Replenishment, Ring (etc.) of Control, Increase attribute. They make up for this in wizard weeks or ST requirements, but since everybody on the party, all their families, and everybody else they know is a wizard (why be muggled?), this shouldn't be any problem at all.
