Hindering people with Control (Natural Forces)
Can you slow people down with Control (Natural Forces)? Insane hailstorms, hurricane winds, etc. Canonically you can give people -1 to all their relevant rolls for every three levels. What do you think of allowing Control (NF) to slow down people by 10% for each -1? So with thirty levels (effectively -10), they can't move at all?
