Certainly many of them are not range-related. To a degree, GURPS tried to emulate that by way of Dodge rolls, with Prediction Shots being used to allow high skill mitigate that. They may benefit from migrating some of such modifiers onto Dodge . . . well, maybe; I'm not sure.
