Missile spell rod creation

ITL pg 153: Thus, a ST 10 fireball rod would take 10 wizards, 80 apprentices,
and 20 doses of Pyrotic Potion, starting with a plain rod.

Since the general rule for creating a magic item is that less wizards means longer time, does it hold true for rods? Can 1 wizard with 8 apprentices do a 20 point rod in 20 weeks?
