Default Munchkin Harry Potter One-Shot Item w/ Gold value paired with a "Cheat" card

The Munchkin Harry Potter rules claim, Treasures must have a Gold value to be an Item. Therefore, a "Cheat!" card makes any Item valid play--in which, otherwise would not be legal. *summary*

The wording of the rules in Munchkin Harry Potter and the text of the Munchkin Harry Potter "Cheat!" card leads all new players and veteran Munchkin players believe that pairing One-Shot Items with a Gold value and a "Cheat!" card is legal play--which has been allowed--due to, the literal rule interpretation--and through a diplomatic voting process each-time the issue arises on a One-Shot with a Gold value or a player asks the group if it is okay they "can do this." Thus leading to the question, what is considered legal pairing of an Item with a Gold value with a "Cheat!" card--which is not evidently clear through the Munchkin Harry Potter rules or the "Cheat!" card's language.

How can the Munchkin Harry Potter One-Shot Items with a Gold value paired with a "Cheat!" card be interpreted?
