I'm a little confused about which RAW items have ST costs to use and which are self powered. Some say one way or the other very clearly, but others do not. And the costs of self powered items should be really high; were the all calculated correctly to reflect this?

Yes, it not exactly clear for some items. It should perhaps have been cleaned up for the new edition, but in any case I decide my own prices for magic items even if I do, rarely, allow them to be bought.

I think it's pretty clear that some items were not entirely thought out in terms of prices and ST costs, and Stone Flesh is one of the clearer examples because you can compare it to +4 Armor enchantment and see it's better (doesn't require armor, doesn't get destroyed when armor is destroyed yet costs less.

One could do worse than assume all magic items have the same maintenance cost as their spells unless they say otherwise, and/or to just make it so.
