0 = the base level. 1 = +1 up from base. 2 = +2 up from base/+1 up from 1. 3 = +3 up from base/+1 up from 2. 4 = +4 up from base/+1 up from 3. 5 = +5 up from base/+1 up from 4. I hope that helps you better visualize the terrain pieces.

For the scenarios, you could dump the elevations and just turn some of the hexes into magical fields that cannot be entered . . . or that cause damage if entered.
