I'm going to think about this one. "You cannot ask for a reward" and "you cannot claim a reward" are different statements, so I'm inclined to say the Elf gets the level, but that's not final.

You did recently rule 'yes, you get what's coming to you' with regards to 40k "You've been Volunteered" and "Disappeared Into the Great Rift", if that helps rather than makes things worse.

But I will happily yield that may be a card text / contextual difference and may not be the case here. It's one of those 'I just saw something similar...' moments, so am trying to be helpful. :)
