Which is why the break point for flying claw attacks is between the 7 and 14 hex dragons.

But the flying breath weapon attacks still can make a lot of sense -- no risk, free attack, and even if they miss, they just fly off and recover somewhere.

Dragons can't run from the branded crossbowmen. They're outranged.

That's off-topic (and branded crossbow bolts don't exist and wouldn't do bonus damage even if they did).

Yes, 14-hex dragons shouldn't use their wimpy breath attack.
