I like the concept in JohnPaulB's OP, but I agree with TippetsTX that it feels a little "metagamey" since XP are more a player thing than a character thing.
JPB's original concept, though, was designed to steal the XP from the victim and give them to the casting Wizard -- which has much greater implications than merely "draining" the victim. Honestly, my feeling is that this is the kind of thing that ought to require a lengthy ritual and a pentagram (or at least something of similar difficulty) in order to accomplish. Maybe 13 wizards working in unison (or a witch's coven) -- definitely evil, though.
With TippetsTX's version, you'd have to restrict it to talents/spells, otherwise the thing becomes a kind of "death spell" that sucks attribute points away from a character.
