Because it reduces the munchkin power of Attribute Enhancers, which is important because they are always-on items that only cost cash or theft to acquire.
In our games we had almost zero Attribute Enhancers in play because they seemed too good and generically just "you're a better person now for no cost" effects, undermining the central theme of the importance of doing things that gain XP and staying alive as the main way to increase abilities. By adding limits to such items, it mitigates those effects.

It doesn't restrict how much ST Aid can give, it just restricts the total effect of combining them, so a 5+ point Aid to someone with an Attribute Enhancer just has the Aid's effect, not any more because they also have an enhancer item.
