Hogwarts express is a GUAL card that states " if it is September go up 2 lvl. You may win this way. "

1. It isn't September. Does it mean I go up only 1 lvl or does it do nothing at all?

2. If I do get 1 lvl can I win this way?

If it's not September, go up one level. That cannot be the winning level.
