There is no restriction I can find against shooting a figure in your own hex who doesn't engage you. Rats for crossbowmen, etc.

It seems fairly clear that Dragons can scorch those that they trample for example.

A hex is 4 feet across. If you've ever tried to shoot a bow or throw an axe at a target 2 feet away, you'd know how ineffective that would be. There may well be nothing in the rules against it, after all, the rules can't cover everything. If you want to allow it feel free, but I don't allow Missile or thrown weapons to be used against a target in the same hex.
