So did we come to a concensus that the martial artist with UC I, II, or III should be able to use the 'defend' option using their bare hands?

I like the approach Mike P suggests. The old ITL was clear, you could defend bare-handed at UCIII.
Also the old ITL was clear, defend UCIV means 5 dice to hit. |

I don't know... the fact that UC I allows the character to strike bare-handed in "either HTH or regular combat" (in the new ITL) seems to imply that his hands are now treated as melee weapons and if that's true, then he should be able to use them to defend.

Untalented melee strikes against adjacent hexes with bare hands are covered on page 122.
IQ 10 Unarmed Combat I(1) with the armor restrictions and +1 or +2 extra damage is better than IQ 7 Brawling(1) with no armor restrictions and +1 or +2 extra damage (and extra abilities) because of X. Solve for X please.

Here's the old and new ITL rules for number of dice on rolls against defending UC types. I've also included all the proposals so far. I like V1 myself, but others like V2 and V3.

Although RAW doesn't say this, I would be fine ruling that Brawling does NOT apply to regular melee combat; bonus is for HTH only.
